Consequently, he was unable to make the required payment. Additionally, the car park was at full capacity and there was no staff available to direct us to an alternative working machine. We do not live locally to Dudley, and this hospital is not one we attend regularly, as the required procedure is only offered at Russells Hall.\n\nIn light of these circumstances, I respectfully request that you exercise your discretion, taking into account:\n\n- That I am a Blue Badge holder with impaired sight, with reliance on support to access services  \n- That I was a day-case patient, and that my discharge was dependent upon assistance from others  \n- That the payment device was not functioning and no alternative was signposted or staff available to assist  \n\nPlease find enclosed the following supporting evidence:\n\n1. Photocopy of my hospital discharge letter  \n2.
